Counsel or Magistrates will be required
to attain a specified standard of
knowledge of the Chinese language
before being confirmed in their
appointments.
It has not hitherto
been required of officers of the
Colonial Legal Service in Hong Kong
that they shall qualify in a local
language, although I realise that
appointments of the kind now
contemplated have in the past been

held mainly by officers drawn from
the Administrative Service. It is
clear, however, from your despatch
that the aim is to recruit for these
posts officers whose object is to
make a career in the Colonial Legal
Service

and who will in due course
look for promotion to the higher legal
posts.
